Ghana Amongst Top Spot in GSMA’s 2025 Mobile Money Regulatory Index

Ghana has maintained its position as the world’s leading country in mobile money regulation, according to the Global System for Mobile Communications Association (GSMA). The country’s Mobile Money Regulatory Index (MMRI) score for 2025 stands at 96.10%, up from 95.06% in the previous year.
This milestone underscores Ghana’s leadership in creating a world-class regulatory environment that enables mobile money services to thrive, drive financial inclusion, and foster innovation in the digital financial ecosystem. The MMRI measures the effectiveness of mobile money regulatory frameworks across 90 countries.
The Bank of Ghana attributes this achievement to the country’s commitment to progressive policies and robust oversight in the mobile money ecosystem, ensuring consumer protection and operational integrity. The Bank will continue to collaborate with stakeholders to sustain Ghana’s progress toward a fully inclusive and digitally empowered economy.
